Australian Politicians don't know Australian Laws!

For instance December 2010 Jenny Macklin and/or her Department  after being repeatedly emailed sice early August finally gave me the answer to what "second schedule" means on a 1954 Victorian birth certificate. I quote their reply
We have undertaken some research on this matter for you and can advise ‘second schedule’ birth certificates are not something easily clarified, but would appear to be some form of “substitute birth certificate for those who either didn’t have one or those who wanted to vote as a ‘white Australian’”.
But the Aboriginal Departments whom I was told to contact had not heard of this!!
LET US WORK TOWARDS A SIMPLIFIED jUST LEGAL SYSTEM THAT IS THE SAME FOR ALL STATES AND ALL CITIZENS!!!!!!!!!!!!!!!!!!!

Second schedule birth certificates hide identity!

O what a web we weave when we choose to deceive! the Australian government could not tell me for five years what a Second schedule birth certificate was!  Then after emailing since August 2010 to Jenny Macklin I finally was told that it appeared to mean that I was of Aboriginal heritage! why have they concealed that for over 55 years since my second birth certificate! 
I have had so many loose ends- CLAN NSW told me in 2007 that anything was possible with Second schedule birth certificates - for instance as my 'father' had been in the military during World War II it was possible that I was conceived through artificial insemination as the Australian government had been experiementing with this since 1946!!!
