For instance December 2010 Jenny Macklin and/or her Department after being repeatedly emailed sice early August finally gave me the answer to what "second schedule" means on a 1954 Victorian birth certificate. I quote their reply
We have undertaken some research on this matter for you and can advise ‘second schedule’ birth certificates are not something easily clarified, but would appear to be some form of “substitute birth certificate for those who either didn’t have one or those who wanted to vote as a ‘white Australian’”.
But the Aboriginal Departments whom I was told to contact had not heard of this!!
